The Fleet Manager forms part of TBL's broader operational team. The position will initially support the SICDS-4 assignment in the designated state, while providing flexibility to support other relevant TBL programmes, logistics operations, courier services, client assignments and business activities as the portfolio evolves.

Role Purpose

The Fleet Manager will oversee the safe, reliable and cost-effective management of TBL vehicles, drivers and contracted transport resources within the assigned location. The role will ensure fleet capacity is aligned with approved operational requirements, vehicles remain available and roadworthy, drivers and providers meet required standards, and fleet performance, safety, utilization, maintenance and fuel controls are consistently monitored. The role will work closely with logistics and operations teams to ensure fleet readiness supports efficient service delivery while maintaining clear accountability for fleet management.

Key Accountabilities

1. Fleet Planning and Scheduling

Develop and maintain fleet deployment schedules aligned with approved distribution calendars and logistics requirements. Allocate vehicles and drivers appropriately, monitor availability and identify capacity constraints before they affect delivery cycles.

2. Vehicle Availability, Maintenance and Utilization

Maintain oversight of vehicle availability, utilization, preventive maintenance, servicing and repairs. Ensure vehicles are appropriately scheduled for routine maintenance and that downtime is tracked and managed to protect distribution continuity.

3. Driver and Transport Provider Management

Coordinate drivers and contracted transport providers and monitor adherence to agreed operating, safety and service standards. Support driver scheduling, performance management and compliance with project procedures and applicable transport requirements.

4. Fleet Safety and Compliance

Ensure implementation of approved fleet safety procedures, including vehicle checks, driver compliance, incident reporting and appropriate controls for high-risk or hard-to-reach routes. Escalate accidents, security incidents, vehicle losses or material safety concerns promptly.

5. Fuel, Utilization and Fleet Performance

Monitor fuel utilization, mileage, vehicle use and related fleet costs. Maintain accurate fleet records and identify opportunities to improve utilization, reduce avoidable downtime and strengthen cost-efficiency.

6. Third-Party and Flexible Transport Arrangements

Support management of approved 3PL or flexible transport arrangements for hard-to-reach, high-risk or otherwise constrained locations. Ensure contracted transport resources meet agreed safety, availability and performance requirements.

7. Coordination with Logistics Operations

Work closely with the Logistics Support Officer to translate approved delivery requirements into practical vehicle and driver deployment. Ensure fleet readiness is aligned with route plans and distribution schedules, while maintaining clear accountability for fleet management.

8. Reporting, Risk and Continuous Improvement

Maintain accurate fleet records and prepare routine reports covering vehicle availability, utilization, maintenance, fuel, incidents and transport performance. Use fleet data to identify operational risks and recommend improvements through state performance reviews.

Required Qualifications and Experience

  • Bachelor’s degree or HND in Transport Management, Logistics and Supply Chain Management, Engineering, Business Administration or a related field. A relevant professional qualification or equivalent practical experience will be an added advantage.
  • Valid Nigerian Driver’s Licence and demonstrated ability to drive and operate project vehicles safely.
  • Minimum of five years of relevant experience in fleet management, transport operations, logistics or field-based programme operations.
  • Demonstrated experience managing vehicles, drivers, transport providers, maintenance schedules and fleet operations.
  • Practical knowledge of vehicle maintenance, fleet scheduling, utilization, fuel management and transport safety.
  • Experience managing third-party logistics or transport providers is highly desirable.
  • Experience working with development, public-health or donor-funded programmes will be an advantage.
  • Strong record-keeping, reporting, coordination and problem-solving skills.

The Project Driver will initially support the Strengthening Integrated Commodity Distribution Systems in Four Nigerian States (SICDS-4) investment, providing safe and dependable transportation for project personnel and authorized movements within the assigned state —Lagos, Nasarawa, Katsina or Niger. As TBL’s portfolio develops, the role will also support other TBL programmes, logistics and courier operations, client assignments or other approved transport requirements where the driver’s capabilities are relevant.

The role requires safe driving, vehicle care, reliability and professional conduct. The successful candidate must be able to operate responsibly in different environments, maintain accurate vehicle and trip records, respond appropriately to changing operational requirements and provide dependable mobility support to TBL’s teams and operations.

2. Role Purpose

The Project Driver will provide safe, reliable and professional transportation support for project personnel, commodities and other authorised project movements within the assigned state. The role is responsible for operating assigned vehicles in accordance with approved schedules, safety procedures and fleet controls, supporting the movement and delivery of commodities to designated locations, maintaining vehicle readiness, and ensuring timely and well-documented field movements.

The role will work closely with the Fleet Manager and Logistics Support Officer to coordinate vehicle deployment, commodity movements and field activities. The Driver will also support proof-of-delivery documentation, collection of relevant field information and reporting of delivery or operational issues encountered during assigned movements, while maintaining accurate vehicle and trip records and complying with TBL’s approved procedures.

3. Key Responsibilities

A. Safe Transportation of Personnel and Commodities

  • Safely transport project personnel, commodities and other authorised consignments to designated locations in accordance with approved schedules and routes.
  • Support timely movement of commodities from warehouses or designated distribution points to assigned facilities and other approved destinations.
  • Ensure commodities and other consignments are handled securely and appropriately during transit.
  • Observe all applicable road-traffic, safety, security and transport requirements.

B. Vehicle Operation and Daily Readiness

  • Operate assigned vehicles responsibly and conduct routine pre-trip and post-trip checks.
  • Maintain vehicle cleanliness, basic readiness and proper care.
  • Promptly report mechanical faults, warning indicators or other issues affecting safe operation.
  • Ensure required vehicle documentation is available and up to date.

C. Field Movement and Schedule Support

  • Support approved commodity distribution cycles, field visits, facility engagements, supervision activities, meetings and other authorised movements.
  • Follow approved routes and schedules and communicate delays, access constraints or changes in road conditions promptly.
  • Coordinate with the Logistics Support Officer on delivery locations, movement schedules and commodity distribution requirements.

D. Vehicle Records and Fuel Accountability

  • Obtain, complete and submit proof-of-delivery documentation and other required delivery records for assigned commodity movements.
  • Support collection of relevant field information during delivery and other authorised field movements.
  • Report delivery discrepancies, incomplete deliveries, damages, losses or other exceptions promptly to the appropriate TBL officer.
  • Maintain accurate trip, mileage, fuel and movement records.

E. Safety, Security and Incident Reporting

  • Comply with TBL’s vehicle, safety and security procedures, including requirements for safe driving, passenger safety and appropriate rest periods.
  • Immediately report accidents, security incidents, vehicle damage, commodity-related incidents or other material concerns.
  • Exercise sound judgement when operating in changing or potentially unsafe conditions.

F. Vehicle Care and Maintenance Support

  • Support scheduled service and preventive maintenance by making the vehicle available when required.
  • Report maintenance needs promptly and support basic vehicle checks.
  • Do not undertake unauthorized repairs, modifications or use of the vehicle.

G. Coordination with Fleet and Logistics Functions

  • Work under the direction of the Fleet Manager and coordinate with the Logistics Support Officer where vehicle deployment is required for approved activities.
  • Follow authorized vehicle assignments, routes and schedules and obtain approval before making material changes.
  • Provide timely information that helps fleet and logistics teams manage operational movements effectively.

H. Wider TBL Transport Support

  • Provide transport support for other TBL programmes, logistics or courier operations, client assignments and approved business activities where required.
  • Support mobilization for new assignments by applying sound route awareness, vehicle-use discipline and professional service standards.
  • Contribute practical observations on routes, access, travel conditions and transport-related operational improvements.

4. Qualifications & Experience

Essential

  • Minimum of secondary school education (SSCE/WAEC/NECO or equivalent); higher educational qualifications are an added advantage.
  • Valid Nigerian Driver’s License appropriate for the assigned vehicle category.
  • Minimum of three years of professional driving experience, preferably with a structured organization, development programme, corporate organization or similar setting.
  • Demonstrated experience driving safely in urban, rural and inter-state environments, with good knowledge of road-safety requirements.
  • Basic knowledge of vehicle checks, routine vehicle care and reporting of mechanical faults.
  • Demonstrated punctuality, reliability, discretion, professional conduct and ability to maintain basic vehicle, trip and fuel records.

2. Role Purpose

The Logistics Support Officer coordinates day-to-day logistics and distribution execution, translating approved operating plans into timely, complete and well-documented movements of goods, commodities or other assigned consignments. The role manages the distribution workflow from readiness and dispatch through delivery confirmation, exception resolution and operational reporting.

The role works closely with the Fleet Manager, who owns vehicle, driver and fleet performance. The Logistics Support Officer owns the logistics workflow, delivery coordination and execution requirements, maintaining a clear separation between distribution management and fleet management.

3. Key Responsibilities

A. Logistics Planning and Operational Coordination

  • Support detailed delivery, distribution, collection and service schedules based on approved workplans, routes, customer/service requirements and operating models.
  • Coordinate readiness with warehouses, facilities, clients, programme teams, service providers and other relevant operational points before each cycle or assignment.
  • Track execution against agreed schedules, identify constraints early and escalate delays, gaps or operational risks promptly.
  • Support route and delivery planning with practical information on destinations, volumes, access constraints, timing and service requirements.

B. Dispatch, Movement and Delivery Execution

  • Coordinate loading, dispatching and movement of commodities, goods, documents or other assigned consignments from designated origin points to approved destinations.
  • Verify dispatch documentation, quantities, destinations and handover requirements before movement.

Under the initial SICDS-4 assignment, the Logistics Support Officer will coordinate state-level distribution execution for Lagos, Nasarawa, Katsina or Niger State, working under the State Lead / Supply Chain Specialist.

  • Support distribution planning and delivery calendars in line with the agreed state operating model.
  • Coordinate with state warehouses, LMCUs, programme managers, facilities and service providers to confirm delivery readiness.

The Project Lead is recruited as part of TBL’s leadership and delivery capacity, not for a single project alone. The initial primary assignment is the Strengthening Integrated Commodity Distribution Systems in Four Nigerian States (SICDS-4) investment, alongside strategic support to ongoing integrated last-mile distribution activities in Kano and Kaduna States.

As TBL’s portfolio develops, the role will support other programmes, logistics or courier operations, supply-chain engagements, client assignments, business initiatives or organisational priorities that are aligned with the level and purpose of the position. The role therefore combines delivery leadership with organisational agility.

2. Role Purpose

The Project Lead provides senior leadership for assigned TBL programmes, projects and operational initiatives. The role translates objectives into practical plans, leads multidisciplinary teams, coordinates clients and partners, manages resources and risks, and ensures strong delivery, accountability and continuous improvement.

For the initial assignment, the Project Lead will provide overall leadership for SICDS-4 across Lagos, Nasarawa, Katsina and Niger States and strategic oversight of related integrated last-mile distribution activities in Kano and Kaduna. The role will connect programme delivery, logistics operations, supply-chain performance, stakeholder engagement, financial stewardship and institutional strengthening.

The position is intentionally portfolio-oriented. Additional assignments may be undertaken as TBL’s needs and business portfolio evolve, without changing the fundamental purpose or seniority of the role.

3. Key Responsibilities

A. Programme, Project and Operational Leadership

  • Lead assigned programmes, projects and operational initiatives from planning and mobilisation through implementation, review and close-out, with clear priorities, milestones and decision points.
  • Translate approved strategies, contracts and business objectives into practical workplans, delivery structures and measurable performance expectations.
  • Maintain a clear line of sight between commitments, resources, risks, operational realities and intended results; intervene early where delivery is off track.

B. Initial Portfolio Assignment — SICDS-4 and Integrated Last-Mile Operations

  • Lead SICDS-4 delivery across Lagos, Nasarawa, Katsina and Niger States, with strategic support to ongoing integrated last-mile distribution activities in Kano and Kaduna.
  • Provide oversight of integrated commodity distribution, replenishment, supply visibility, performance management, institutional strengthening and transition, with family planning commodities as the initial operational stream.
  • Ensuring differentiated implementation reflects state readiness, geography, operating conditions, existing systems and financing realities.

  • At least 10 years of progressively responsible experience in programme, project, operations, logistics, supply-chain or related management roles, with significant leadership responsibility.

THE ROLE AT A GLANCE

A state-based leadership role combining supply-chain expertise, operational coordination, stakeholder management and team leadership. The post holder will lead the initial SICDS-4 assignment while contributing to TBL’s wider programme, logistics and supply-chain operations where required.

1. Organizational Context

Transborder Logistics Limited (TBL) delivers logistics, supply-chain and programme implementation services and is building a broader operational portfolio. As the Organization expands its services, including logistics, courier and related supply-chain activities, TBL requires capable state-level leaders who can manage delivery in complex operating environments and apply their expertise across different assignments.

The role supports TBL’s wider operations; the initial primary assignment is the Strengthening Integrated Commodity Distribution Systems in Four Nigerian States (SICDS-4) investment, where the post holder will provide technical and operational leadership in one of four participating states—Lagos, Nasarawa, Katsina or Niger. The role will also support other TBL programmes, logistics operations, supply-chain engagements, client assignments or new service lines where the post holder’s capabilities are relevant.

The role combines strong technical practice with practical leadership. The successful candidate must be able to work through existing systems, build productive relationships with government and other stakeholders, manage field teams and providers, solve operational problems and strengthen delivery systems that can perform sustainably.

2. Role Purpose

The State Lead / Supply Chain Specialist provides state-level leadership for assigned TBL programmes and operations, with responsibility for translating approved plans into disciplined execution, coordinating people and partners, managing operational performance and strengthening supply-chain systems.

For the initial SICDS-4 assignment, the role leads implementation across the three integrated workstreams: commodity distribution and replenishment; supply visibility, inventory intelligence and performance management; and institutionalization, workforce capability, financing and transition. Family planning commodities are the initial operational stream, with the wider objective of strengthening reliable and equitable commodity availability.

The post holder is expected to remain responsive to TBL’s wider operational needs. Additional assignments should be aligned with the role’s level, professional capability and Organizational priorities, allowing TBL to deploy experienced state-based leadership where it adds value.

3. Key Responsibilities

A. State / Field Leadership and Delivery

  • Lead assigned state or field operations from planning and mobilisation through implementation, review and improvement, ensuring activities are delivered to agreed standards.
  • Translate programme, client and operational requirements into practical field plans, schedules, priorities and clear responsibilities.
  • Coordinate teams, providers, government counterparts and other partners to maintain smooth execution and resolve operational bottlenecks.
  • Maintain close visibility of field realities and escalate material delivery, safety, security, financial or reputational risks promptly.

B. Supply Chain and Logistics Management

  • Provide technical leadership for commodity distribution, replenishment, redistribution, inventory coordination and related supply-chain activities within assigned operations.
  • Support route planning, delivery calendars, facility and master-data management, dispatch coordination, proof of delivery, exception management and emergency replenishment where applicable.
  • Monitor service levels, provider performance, asset and resource utilisation, documentation and adherence to approved procedures.
  • Identify opportunities to improve reliability, responsiveness, efficiency and scalability across TBL’s supply-chain and logistics operations.

C. SICDS-4 Initial Assignment

  • Lead implementation of SICDS-4 in the assigned state and ensure the common operating and performance architecture is adapted to local readiness, geography, information systems, provider environment and financing conditions.
  • In Lagos and Nasarawa, emphasise optimisation, integration, contractor performance, data quality and institutionalisation; in Katsina and Niger, provide stronger stabilisation, master-data validation, field accompaniment, route and calendar improvement, replenishment and capability-transfer support.
  • Strengthen the use of existing LMIS and inventory systems by ensuring stock, consumption, dispatch, POD and facility reporting information are reconciled and used for action.
  • Lead routine state performance reviews, maintain action trackers and ensure evidence results in corrective action rather than stand-alone reporting.
  • Work with government counterparts to strengthen planning, review leadership, data use, provider oversight, financing and progressive assumption of routine functions.

D. Stakeholder and Client Relationship Management

  • Build effective working relationships with government institutions, clients, development partners, service providers, communities and other stakeholders relevant to assigned work.
  • Represent TBL professionally in state-level meetings, operational reviews, coordination forums and client engagements.
  • Coordinate partner and provider contributions, clarify expectations and follow through on agreed actions.

E. Team Leadership and People Management

  • Supervise, mentor and provide direction to state-based personnel, including logistics, fleet, support and delivery personnel assigned to the operation.

  • Ensure operational records and evidence are complete, accurate and readily available for management review, client reporting and assurance processes.

G. Financial, Risk and Compliance Responsibilities

  • Support preparation and monitoring of state-level budgets, activity costs, resource requirements and operational forecasts.
  • Ensure expenditure and operational decisions remain within approved budgets, procedures and delegated authority.
  • Identify and manage operational, safety, security, fiduciary, compliance and delivery risks and escalate matters beyond delegated authority.
  • Maintain appropriate documentation, controls and records for activities, assets, providers and transactions within the post holder’s responsibilities.

  • Support TBL’s expansion into logistics services, courier operations, supply-chain solutions and other related business activities where state or field leadership is required.
