1. Organizational Context

Transborder Logistics Limited (TBL) delivers logistics, supply-chain and programme implementation services and is building a broader operational portfolio. As the organisation expands its services, including logistics, courier and related supply-chain activities, TBL requires capable logistics professionals who can coordinate reliable delivery, support operational efficiency and apply their expertise across different assignments.

The role supports TBL’s wider operations, the initial primary assignment is the Strengthening Integrated Commodity Distribution Systems in Four Nigerian States (SICDS-4) investment, where the post holder will coordinate logistics and distribution operations within one of four participating states — Lagos, Nasarawa, Katsina or Niger. The role will also support other TBL programmes, logistics operations, courier services, supply-chain engagements, client assignments or new service lines where the post holder’s capabilities are relevant.

The role combines strong logistics practice with practical operational coordination. The successful candidate must be able to plan and coordinate movements, work effectively with warehouses, facilities, providers and clients, maintain accurate delivery records, resolve operational issues and support reliable service delivery across TBL’s growing portfolio.

2. Role Purpose

The Logistics Support Officer coordinates day-to-day logistics and distribution execution, translating approved operating plans into timely, complete and well-documented movements of goods, commodities or other assigned consignments. The role manages the distribution workflow from readiness and dispatch through delivery confirmation, exception resolution and operational reporting.

The role works closely with the Fleet Manager, who owns vehicle, driver and fleet performance. The Logistics Support Officer owns the logistics workflow, delivery coordination and execution requirements, maintaining a clear separation between distribution management and fleet management.

3. Key Responsibilities

A. Logistics Planning and Operational Coordination

  • Support detailed delivery, distribution, collection and service schedules based on approved workplans, routes, customer/service requirements and operating models.
  • Coordinate readiness with warehouses, facilities, clients, programme teams, service providers and other relevant operational points before each cycle or assignment.
  • Track execution against agreed schedules, identify constraints early and escalate delays, gaps or operational risks promptly.
  • Support route and delivery planning with practical information on destinations, volumes, access constraints, timing and service requirements.

B. Dispatch, Movement and Delivery Execution

  • Coordinate loading, dispatching and movement of commodities, goods, documents or other assigned consignments from designated origin points to approved destinations.
  • Verify dispatch documentation, quantities, destinations and handover requirements before movement.
  • Maintain appropriate handling, security, quality and documentation standards throughout the logistics workflow.
  • Coordinate delivery completion and ensure required delivery evidence is obtained, validated and filed.

C. Proof of Delivery and Exception Management

  • Collect, validate and maintain proof of delivery and other completion records.
  • Track incomplete, disputed, delayed or failed deliveries and coordinate timely follow-up and closure.
  • Document discrepancies, losses, damages, missed destinations and other exceptions, escalating material issues through the appropriate reporting line.
  • Maintain an exception tracker and provide accurate status information for operational review and decision-making.

D. Replenishment, Redistribution and Operational Support

  • Support redistribution, reverse logistics, emergency replenishment and other approved recovery or balancing activities.
  • Provide practical information on stocks, consignments, delivery constraints, route feasibility and service requirements to inform operational decisions.
  • Support mobilization and coordination for new or changing assignments, including logistics requirements for emerging TBL services and client engagements.

E. Logistics Information, Records and Reporting

  • Maintain accurate and timely records of dispatches, deliveries, POD, exceptions, returns and related logistics activities.
  • Update approved logistics, inventory or supply-chain information systems and trackers as required.
  • Prepare routine operational reports covering delivery completion, POD status, exceptions, turnaround times and other agreed indicators.
  • Maintain orderly documentation that supports reconciliation, invoicing, audit, client reporting and performance review.

F. Provider, Client and Stakeholder Coordination

  • Coordinate routine logistics activities with government institutions, warehouses, facilities, clients, programme teams and logistics service providers, as applicable to the assignment.
  • Support monitoring of service-provider performance against agreed service standards, SLAs or operating requirements.
  • Maintain professional communication with operational stakeholders and escalate recurring or material performance issues to the appropriate TBL manager.

G. Coordination with Fleet Management

  • Provide the Fleet Manager with delivery schedules, route requirements, vehicle needs and timing information required for effective fleet deployment.
  • Coordinate changes to delivery plans with fleet scheduling while preserving clear accountability between logistics execution and fleet management.
  • Promptly communicate incidents, delays, vehicle-related constraints or other issues that may affect service delivery.

H. Quality, Risk, Safety and Compliance

  • Follow TBL SOPs, client requirements, approved operating procedures and applicable quality and safety standards.
  • Identify and report operational risks affecting the security, integrity, timeliness or quality of consignments and services.
  • Support incident documentation, corrective actions and close-out of identified operational gaps.
  • Maintain confidentiality and appropriate professional conduct when handling client, programme, commercial or operational information.

I. Business Growth and Organizational Support

  • Support TBL’s growth by contributing practical logistics and operational input to proposals, service designs, mobilization plans, costing inputs and new assignments when requested.
  • Support the establishment or improvement of operating processes for new logistics, courier, distribution or supply-chain services.
  • Share operational lessons, route intelligence, service-provider experience and process improvement opportunities that can strengthen TBL’s wider operations.
  • Undertake other responsibilities appropriate to the role’s level, capabilities and agreed organizational priorities as TBL’s portfolio evolves.

4. Initial Priority Assignment — SICDS-4

Under the initial SICDS-4 assignment, the Logistics Support Officer will coordinate state-level distribution execution for Lagos, Nasarawa, Katsina or Niger State, working under the State Lead / Supply Chain Specialist.

  • Support distribution planning and delivery calendars in line with the agreed state operating model.
  • Coordinate with state warehouses, LMCUs, programme managers, facilities and service providers to confirm delivery readiness.
  • Coordinate commodity dispatch, delivery documentation, POD and exception follow-up.
  • Support redistribution and replenishment activities and provide operational information for state performance reviews.
  • Maintain logistics records and contribute to reporting on delivery completion, POD, exception closure and related performance indicators.
  • In Katsina and Niger, support the more intensive stabilization, master-data validation, field accompaniment and replenishment activities required by the differentiated implementation approach.
  • In Lagos and Nasarawa, support optimization and integration of established distribution and logistics systems.

6. Qualifications & Experience

Essential

  • University degree or HND in Logistics and Supply Chain Management, Business Administration, Transport Management, Public Health or a related discipline.
  • Minimum of five years of relevant experience in logistics operations, distribution, supply-chain coordination, transport/logistics services or related field operations.
  • Demonstrated experience in distribution planning, dispatch coordination, route planning, delivery follow-up and operational record management.
  • Practical experience coordinating multiple operational stakeholders and service providers.
  • Proficiency in Microsoft Excel and ability to work with logistics, inventory or supply-chain information systems.
  • Strong attention to detail, documentation discipline and ability to work under time-sensitive operational conditions.

Desirable

  • Experience working with government health systems, warehouses, health facilities or third-party logistics providers.
  • Experience in donor-funded health programmes or public-sector supply chains.
  • Experience in commercial logistics, courier, last-mile delivery, transport coordination or client service operations.
  • Professional certification in logistics, supply chain, transport or a related field.
