THE ROLE AT A GLANCE

A senior delivery role within TBL, responsible for turning strategy into coordinated execution, building strong teams and partnerships, protecting operational and financial performance, and helping the organisation scale into new programmes and services.

1. Organizational Context

Transborder Logistics Limited (TBL) operates across logistics, supply-chain execution and programme delivery. As TBL grows its portfolio, including expansion into logistics services, courier operations and related business activities, the organisation requires leaders who can manage complex assignments while remaining responsive to wider business priorities.

The Project Lead is recruited as part of TBL’s leadership and delivery capacity, not for a single project alone. The initial primary assignment is the Strengthening Integrated Commodity Distribution Systems in Four Nigerian States (SICDS-4) investment, alongside strategic support to ongoing integrated last-mile distribution activities in Kano and Kaduna States.

As TBL’s portfolio develops, the role will support other programmes, logistics or courier operations, supply-chain engagements, client assignments, business initiatives or organisational priorities that are aligned with the level and purpose of the position. The role therefore combines delivery leadership with organisational agility.

2. Role Purpose

The Project Lead provides senior leadership for assigned TBL programmes, projects and operational initiatives. The role translates objectives into practical plans, leads multidisciplinary teams, coordinates clients and partners, manages resources and risks, and ensures strong delivery, accountability and continuous improvement.

For the initial assignment, the Project Lead will provide overall leadership for SICDS-4 across Lagos, Nasarawa, Katsina and Niger States and strategic oversight of related integrated last-mile distribution activities in Kano and Kaduna. The role will connect programme delivery, logistics operations, supply-chain performance, stakeholder engagement, financial stewardship and institutional strengthening.

The position is intentionally portfolio-oriented. Additional assignments may be undertaken as TBL’s needs and business portfolio evolve, without changing the fundamental purpose or seniority of the role.

3. Key Responsibilities

A. Programme, Project and Operational Leadership

  • Lead assigned programmes, projects and operational initiatives from planning and mobilisation through implementation, review and close-out, with clear priorities, milestones and decision points.
  • Translate approved strategies, contracts and business objectives into practical workplans, delivery structures and measurable performance expectations.
  • Maintain a clear line of sight between commitments, resources, risks, operational realities and intended results; intervene early where delivery is off track.
  • Provide hands-on leadership during mobilisation, transition, scale-up or operational change, ensuring teams and systems are ready before commitments are made.

B. Initial Portfolio Assignment — SICDS-4 and Integrated Last-Mile Operations

  • Lead SICDS-4 delivery across Lagos, Nasarawa, Katsina and Niger States, with strategic support to ongoing integrated last-mile distribution activities in Kano and Kaduna.
  • Provide oversight of integrated commodity distribution, replenishment, supply visibility, performance management, institutional strengthening and transition, with family planning commodities as the initial operational stream.
  • Ensuring differentiated implementation reflects state readiness, geography, operating conditions, existing systems and financing realities.
  • Use operational, financial and performance evidence to identify bottlenecks, strengthen value for money and drive timely corrective action.
  • Maintain oversight of workplans, results, risks, contractual commitments and stakeholder relationships, working with TBL’s technical, finance, operations, MERL and logistics functions.

C. Business Development, Growth and New Assignments

  • Contribute to TBL’s growth by supporting opportunities, proposals, business cases and practical delivery models for new clients, programmes and services.
  • Support expansion into courier services, logistics services, supply-chain solutions and related business areas through operational design, mobilisation planning, staffing, costing inputs, partner coordination and implementation readiness.
  • Participate in client discussions, bids, presentations, negotiations and start-up activities where programme or operational leadership is required.
  • Translate lessons from existing assignments into stronger operating models, service offerings, tools and approaches that can be applied across TBL’s portfolio.

D. Client, Government, Partner and Stakeholder Management

  • Build trusted working relationships with clients, government institutions, development partners, service providers and other stakeholders relevant to assigned work.
  • Represent TBL professionally in coordination meetings, reviews, negotiations and operational discussions, protecting organisational interests while maintaining constructive relationships.
  • Coordinate consortium and partner contributions, clarify responsibilities and ensure timely escalation and resolution of material issues.
  • Maintain professional communication and follow-through on commitments, decisions and agreed actions.

E. Operational, Logistics and Supply-Chain Oversight

  • Ensure operational models are practical, efficient, scalable and aligned with approved standards, service levels and contractual commitments.
  • Oversee coordination across logistics, fleet, warehousing, distribution, procurement and other operational interfaces where relevant to assigned work.
  • Promote reliable service delivery, effective exception management, safety, documentation, asset stewardship and operational controls.
  • Identify opportunities to improve cost-efficiency, service quality, utilisation and scalability across TBL operations.

F. Financial, Contract, Risk and Compliance Management

  • Maintain oversight of assigned budgets, expenditure, forecasts, contracts, procurement interfaces and resource utilisation in collaboration with Finance and Operations.
  • Ensure delivery remains within approved scope and contractual requirements, with appropriate documentation and internal controls.
  • Maintain active risk management and escalation, including operational, financial, contractual, safety and reputational risks as applicable.
  • Support accurate costing, pricing and resource planning for new and existing assignments.

G. People Leadership and Organisational Capability

  • Lead, supervise, coach and develop multidisciplinary teams, creating clarity of purpose, accountability and high standards of execution.
  • Set performance expectations, address underperformance appropriately and build a culture of ownership, collaboration and continuous learning.
  • Strengthen management capability and practical succession and continuity arrangements for critical functions.
  • Promote TBL values, professional conduct, teamwork and responsible stewardship of organisational resources.

H. Performance, Reporting, Learning and Continuous Improvement

  • Establish and maintain appropriate performance measures for assigned work and use evidence to guide management decisions.
  • Oversee timely, accurate and decision-useful operational, technical and management reporting.
  • Capture implementation lessons, client feedback and operational intelligence and convert them into improvements in systems, processes and delivery models.
  • Share relevant learning across TBL to strengthen consistency, quality and institutional knowledge.

I. Organisational Contribution

  • Contribute to strategic planning, operational reviews and cross-functional initiatives that strengthen TBL’s systems, reputation and readiness for growth.
  • Provide support to other TBL assignments where the post holder’s programme, operational, leadership or stakeholder-management expertise is relevant.
  • Undertake other responsibilities reasonably aligned with the seniority, capabilities and organisational purpose of the position, as part of TBL’s evolving business and operational needs.

5. Qualifications & Experience

Essential

  • Master’s degree or relevant postgraduate qualification in Business Administration, Management, Logistics, Supply Chain Management, Public Health, Development Studies or another relevant discipline.
  • At least 10 years of progressively responsible experience in programme, project, operations, logistics, supply-chain or related management roles, with significant leadership responsibility.
  • Demonstrated experience managing complex assignments involving multiple stakeholders, teams, locations, budgets and delivery requirements.
  • Strong experience in operational planning, performance management, financial oversight, risk management and contract or client management.
  • Experience working effectively with government institutions, development partners, corporate clients or other senior stakeholders.
  • Strong analytical, problem-solving, negotiation and decision-making capability, with the ability to move between strategy and practical execution.

Desirable

  • Experience in donor-funded programmes, public-sector delivery, health supply chains or last-mile distribution.
  • Experience in commercial logistics, courier, transport or supply-chain services and/or business expansion.
  • Experience supporting bids, proposals, business development, service design or organisational scale-up.
  • Professional certification in project/programme management, supply chain, logistics, business or a related field.
